I think until they are school aged (and for us, even after) a small group of people is perfect for a child's birthday party.

Cake, ice cream, a few presents sounds like a blast for any 3 year old I know.

You shouldn't feel bad at all! We didn't invite anyone at all for Linus' second birthday. We took him to storytime at Barnes & Noble, bought him a new book, and ate cake after his nap. The end. I can't afford any entertaining, not in money and not in terms of stress.
